Victim surveys conducted over the past 10 years show that the crime latency rate in Bulgaria is significantly higher than the EU average, ranging between 45% and 47%. This high latency is often associated with the widespread perception that police officers do not formally register all reported offences — effectively putting in place the so-called “police filters”.
