Victim surveys conducted over the past 10 years show that the crime latency rate in Bulgaria is significantly higher than the EU average, ranging between 45% and 47%. This high latency is often associated with the widespread perception that police officers do not formally register all reported offences — effectively putting in place the so-called “police filters”. By means of monitoring crime statistics and analyzing registration materials, combined with conducting public discussions at the local level, the project will seek to achieve enhanced civic engagement, increased crime reporting rates, and better and more productive cooperation with police authorities.
